Certifier ID is write protected

When I try to re-certify a user id from the Certify tool in the Domino Administrator, it asks for my certifier ID password. When it tries to open it, I get the message that the ID is write-protected and and can't be opened. I checked to make sure it is not read-only in Windows.  So, I can't manually certify any IDs.
