add a timestamp column into table

hello,

i added one more column called submittime, the type is timestamp into a table.
my question is: in the table which already has some recordes, only the column submittime is empty, is there a simple way i can insert the current time into the table for existed records? for example:  update the column submittime through db2controlcenter? or command line?

my application is a java application, maybe i need to upadat it through the application one by one?

another question is : if the timestamp format is : Dec 12, 2006, 11:37:19 AM 744000
what does 744000 stand for in DB2
