GPO Difference Between Computer Configuration and User Configuration

I have always assumed that the GPO Computer Configuration settings were global no matter who used the computer and the User Configuration setings were specfic to the user making the changes. Guess not. I logged in as one user. Made a change to the User Configuration. Logged off. Logged in as administrator and the changes were still there. So someone clue me. What is the difference between Computer Configuration and User Configuration?????
