Windows/Exchange Permission

Hello Experts,

I need to setup an access to a group to be able to create user accounts and modify the user info, but I don’t want this group to be able modify any attributes for the exchange. For example, this group shouldn’t be able to change the user mailbox size limit, or move the mailbox to different exchange server, or modify any exchange/mailbox related issue…!!
What kind of access/permission this should be granted to fulfill this requirement?
Environment: Windows 2003 / Exchange 2003.

Thank you,

Mansour
