Exchange 2003 Not creating mailboxes

Hi Have Exchange 2000/2003 setup
most of my users are one exchange 2003
however when i create a new user it does create the mailbox but puts the SELF permission in only
i used OWA to login and was able to send an email but not recieve an email
regular emailing is working, just any new accounts i create will not work

what cold be the problem??

looks like an RUS problem
is the user showing up in ESM
you may have to rebuild your RUS serfvice in ESM,check also that the RUS is pointing to the correct DC in ESM

the user is showing up in ESM when i look at the mailbox it says Data not available i am assuming cause the user hasnt logged on yet
how do i got about this RUS and making sure this is the cause of the problem?? before i rebuild it
Mailboxes are not created until required.
Similarly permissions are not populated until the mailbox is used for the first time.

The usual symptom of RUS not working correctly is that the email address is not populated automatically. Are your user accounts getting an email address a few minutes after creation? They should get two types - SMTP and X.400.

the fact that the self permission is just in points to RUS
this is a classic problem in exchange and you will find loads of info on this site
try look for a rebuild on RUS-sometimes a reboot of the ex server has worked
they are creating the email accounts and all and i did restart all the exchange services on both my Exchange 2003 BE and exchange 2003 FE server but not on my exchange 2000 BE server(only 10 users left on that box)

i should be able to just right click both RUS service and click rebuild?
yes it can take a few hours for it to rebuild though
from what i am reading this wont effect the current exchange environment? is this gonna effect users or does this just happen in the back ground??

thanks for your help! how will i know when the rebuild is done, will it put an Information Event in the Event Viewer??
I tried rebuilding the RUS but when i send an email to one of my newly created test accounts i get this bounce back
The e-mail account does not exist at the organization this message was sent to.  Check the e-mail address, or contact the recipient directly to find out the correct address.

How long did you wait after creating it?
i created the user account earlier this morning. the SMTP and x400 email was created and i've hit the rebuild of the RUS late afternoon so im assuming that is complete is there something else that i am missing?
No that is right, if it has been stamped with the new details it should be receiving.

Are you sending internally or externally?
testing right now, is just internally, i will send an email from my account to my test account all on the same domain
