Reattach user id to the person document in the public address book
is there a way to do this? We are trying to get away from having to use the ID file to setup a user.
Other methods include writing your own registration program tat stores the iDs for you and allows easily sending out the information as needed, but with Notes level security.

Well to clarify we need the ID's added to the Organizations Domino Directory. This would be for users that were registered under previous versions of Notes(version 4 and 5), if their machines crash or whatever we want to be able to setup the user again without having to use their .ID file. Just have the user type in their name and it finds it in the domino directory..

I would not recommend this practice.
It has security issues since I think anyone can get the ID files and try to crack them.
Not a good practice. Ids should be protected from all access and stored only in a secure place with only Admn access.

I wouldnt be keen on doing this as you are opening your self to a potential security risk. If you want to move away from using the ID file you should move towards using the CA (Certificate Authority) when creating and authenticating users
