How to determine what part has failed?

I've got a pc that won't boot at all.  The lights and fan come on, so I assume the power supply is ok, but I'll test to be sure. Other than that, nothing, no beeps, nothing at all on the monitor to indicate what has failed.  How do I determine if it's the motherboard or just the video card has failed?

Thanks...
