outside emails not forwarded to a public folder

I have an Exchange 2k3 mailbox setup to forward to a mail enabled public folder.

internal emails are forwarding just fine, but external emails don't make it past the mailbox.

Its a single SBS 2k3 server with Exchange 2k3.  No FE/BE setup.
