Dell Inspiron 1100 Dead ---- Power LED and Charging LED Blink nonstop as long as the PS is plugged in

ok before i throw this thing away just want to ask the experts. i have a dell inspiron 1100 and it was working one day and then my cousins went on it and were just doing crap and when i saw it again it wouldn’t come up for anything. Without the PS plugged in it will not do anything when you press the power button. when i plug the PS in the Power led and the charging led blink non stop and pressing the power button shows no other indication of life tried it both with and without the battery result stay the same no PS DEAD with PS Power LED and Charging LED blink non stop with or with out PS, battery still has no affect. i have tested the PS and it all seems to be good right voltage and all. but i have done all that dell has to offer as far as troubleshooting this but they don’t have anything that describes this exact problem. i have removed all components and held the power button down for 10-30 seconds (Dell says that will flash the bios ) and with the same result even with all components out including memory the systems behaves the same. no beeping and no error code lights on the num lock caps lock and scroll lock lights.

(you might want to ask this question in one of the "Hardware" TAs...)
could possibly be the cpu has gone.
Does the fan spin?
maybe your cousins spilt their drink into it
my guess would be that the battery is dead (that would explain why the PC behaves the same, whether you have the battery inserted or not).  many devices require a good battery even when operated directly on the PS.

well as far as i know no liquids were spilt (no signs of it at all anyway) . and with it plugged in with or without the battery the nothing goes on exept the two lights flashing non stop, no fans come on no screen blinking no other lights come on .. nada
P.S. i thought i had posted it in harware but i guess i may have made a bit of a mistake...... opps .
I find Necromancy doesnt normally work with laptops, thats a shame otherwise some form of divination would work wonders!

If u have no luck with getting it going and u need the data, then try this http://articles.techrepublic.com.com/5100-1035_11-5160538.html

Another thing to try, this came from someone who has a dead laptop like yours
You may of already tried but this this is the steps taken

1) Removed power lead

2) Removed battery

3) Press 'on' switch and keep it depressed for about 30 seconds

4) Put power lead back in

5) Press 'on' switch......computer started to boot up !!!!!!!!

Problem appeared to be the power switch that had got a static charge - probably caused by eaving laptop on and hibernation kicking in or by a power surge !!!

:( tried that one already . still no life
