Security settings for a non admin admin

I was wondering if anyone had a suggestion for what type of permissions to give someone who is a backup admin but should not have access to folder and file permissions.  

Basicly what i want is some who is a admin but cannot change current folder/file permission, cannot view files that their login is not specified in but still needs to have admin access to servers and other programs.  

Any ideas?
