Windows 2003 - How to configure dns client timeout to switch to secondary dns server

We have a domain with two internal dns servers. In dhcp, we have both dns servers entered in the scope options. We would like to adjust the timeout so if one dns server is down, all requests that get sent to the downed server get resent to the active server almost instantly. Is there a setting for this?
