Moving Div with Z-Index

Hi!

I'd like to create a layered div with 60% opacity to stay at the top edge of the screen, which would obviously mean that it would have to move when the page is scrolled.

I don't think this can be done with CSS (the moving part I mean), but I wanted to ask anyway.

If you have any javascript solutions, that would be good too.
