Active Sync Issues 80072F17 Syncronization could not be completed. Please try again Later

So I 've seen everyone's postings on this.  I'm not the only one with this problem.  However the solutions posted don't seem to work.  That could just be me though, since I have no prior experience.

We've got Exchange Server 2003, I'm trying to Active Sync with a Dell Axim Pocket PC X51.  I have SSL checked on both the exchange server and pocket pc, and we do have an SSL Cert installed on the server.  Mobile Services are enabled, and the event viewer doesn't show any of the errors that I've seen on other posts or microsofts website...they are all informational not errors.  Can anyone give me step by step instructions on how to fix this?  I really appreciate it.

Just like to add to this...
been playing with my Windows Mobile 6 device and came up with the same problem...

you need to export the public key on the server and then import it onto the mobile device otherwise it refuses to connect....
