POP3 & OWA Access, Need Copy Of Email

Hello,

I have an Exchange 2003 server running, my clients are using OWA perfectly.  However they also want to use Outlook with POP3 because they have no VPN access and are remote all the time.  So I forgot about how POP3 works, so now my users complain that there is no email in their Inboxes now cause Outlook downloaded it all.

Is there anyway I can set the Exchange POP3 server to maintain copies of the email on the server, or is this only a client side setting?

Only a client side setting. If you are running exchange 2003 you should setup RPC/HTTPS. this will allow them to use the full outlook client remotely without a VPN and still use exchange (Not POP3/IMAP).

POP3 is horrible. They can extract their email from the server, sending email can be troublesome. POP3 is designed to extract email from the server - it is a protocol designed for offline use. While there is a client side setting to leave email on the server, you cannot set that on the server itself. POP3 should be the last client of choice.
As already outlined, use RPC over HTTPS. This will provide you with a full MAPI client connection to Exchange without a VPN.
You will need to get the users to import their PST files back in to Exchange which may take a while.

Thank you both for the information, I am checking this feature out right now.  Is Outlook 2003 the only mail client that will work with this feature?
Outlook 2003 or higher.
It is a MAPI feature - so POP3 clients etc cannot use it.

What about previous Outlook versions?  I would hope that Outlook 2007 supports this too?  Does this setup work just like the "Exchange Server" protocol setup that we use for people who are on the LAN?  If so, won't it sync the inbox and all when you first connect?
Outlook 2007 supports it.
Previous versions of Outlook than 2003 do not.

It is the same as Exchange Server inside Outlook. It doesn't replace anything, it is an additional connection method.
If you setup your network correctly then you can have it working both inside and outside the office, so that the users can come and go and it is totally transparent to all users.
