Logged On Users List in Vista for Service Session0 UI

I have several Legacy Windows Services that I am trying to update to run on Vista per the Session0 change.
These services all used a tray icon for some User Interface.
I have modified our code so that the Service will launch a User Interface version of itself to handle the UI and communicate back with the service.

My question is, how do I determine 1) when a user logs on so that the Service can launch it's UI program useing CreateProcessAsUser() and 2) how can I tell if there are multiple users logged on so I can be sure each has their own instance of my UI app?
