Replaced Defunc hard drive on IBM server, but rebuild process never starts or finishes

I have a IBM server using ServeRAID 4Mx card. Recently, 1 hard drive on a RAID1 and 1 from a RAID 5 become defunc. I replaced the hard drives, but the supposedly auto-rebuild process never started. I manually set the new hard drives to rebuild in ServeRAID manager, but the hard drives just stay in blashing orange light and stay in "rebuilding" for almost 3 weeks now.

these are small 36gb hard drives. the RAID5 only has 4 drives.

What else can I do?
