Password Complexity Requirements via Group Policy

I have been given the assignment of checking if the new password policy of my company can be implented via the use of Group Policy and the Password Complexity Requirements

Here's the policy ...

- at least six and up to 30 characters long (possible/not possible)
- at least 1 Capital Letter , 1 number and 1 special symbool (e.g. ?, !, @, #, $, +, =,…) (possible/not possible)
- does not contain the login name (possible/not possible)
- a certain character can not be in the password more than 6 times (possible/not possible)  
- does not contain the name of the company or associated companies (possible/not possible)
- does not start with ! or ? (possible/not possible)
- does not contain spaces , quotes("") , citation quotes (' ') or commas (,) (possible/not possible)

Please tell me what features we will be able to implement just by using our Group Policy and what features are not possible.

And is there a way to add extra password requirement or do you have to work with what Microsoft considers a strong password ?

What OS are you referring to?  Are you running Windows 2003?
Yes sorry for not mentioning that ...
the OS is Windows 2003
I'm not sure how PeteLong used his crystal ball to determine that.
