Windows Service vs. Web Service to update SQL database on web server

*I posted this on the VB.NET side also because of the code design in .NET but I thought I might get a generalized answer since we're talking about SQL.

I am looking at contracting with someone to design a service that will import text files into SQL database that are ftp'd to a web server folder from a local application.  I've already designed the Windows Service to take the text files generated on the web server to import locally.

Not having experience with web-base SQL installations.  Do I really need a web service to perform this?  This process I'm talking about is (in my mind) independent of the website.  Does the installation of SQL on a web server still have the characteristics of an installation on a localized server?

The overall question is...Can I modify my existing Windows Service to work on the web server (as a Windows Service) to update the web-based SQL pulling from a pre-defined folder on the web server?
