Convert Date and Time for registry for ActiveSync Connections

I'm trying to find out if people have used their ActiveSync devices (PDAs) lately.  To do this I think my logon script could bring back these values.
#1) Are these the best indicators?  (I couldn't find a definition of what they really mean)
#2) What kind of Dates and Times are they?  I would like to VBScript them into something we can read.

[HKEY_CURRENT_USER\Software\Microsoft\Windows CE Services\Partners\34660f20\Services\Synchronization]
"Last Checked Date"=dword:3eda55a0
"Last Sync Time"=hex:d4,07,0c,00,03,00,08,00,0e,00,11,00,31,00,8d,00
