behavior of packets sent to localhost/local IP_Address?

I'm working with an application that sends SNMP Traps and another application that listens for traps on port 162.  In this instance, both applications are on the same machine.  So, I have the sending application configured to send the trap to the local machines ip_Address.  The listening application, however, is not picking up the sent trap - even though I see through the sending application that the trap is being sent.  I ran a test with microsofts netmon (and tried ethereal) to see if I could see the trap, but I can't.  

If I configure the sending application to send a trap to a remote address than I see the traps in netmon and other utilities.  I don't believe this a specific problem, but is due to the behavior of how this trap is being processed on the local machine.  Can someone please explain how this type of message is processed?

I'm pretty new to asking questions in EE.  But, if it is possible to provide more points to the person who answers the question, I'd definately be willing to do this if:
1) you honestly feel the question is worth more.  I'm not trying to jip anyone :)
2) you can provide references with your answer.
