Problem with Conditional Color Format in Crystal Reports

i am having an issue with evaluation time, i believe.

i have a formula in a group footer than is "whileprintingrecords".  the formula is working correctly.

the problem is with a conditional Color Format.  in the color format for that group footer, i have a comparison based on the "whileprintingrecords" formula.  the color is showing up correctly on every record other than the first record.  the first record never gets the color.

how to i make it so that the color evaluates on the first record when the result of the comparison is true?
