How to stop ophcrack

I work at a public school.  We are running windows 2000 domain.  All my workstations are xp or 2000.
One of my darling students has learned about ophcrack (that education cost him a week suspension).  I have already changed all my admin passwords.  But this app is really easy to use.  I have already cracked my new passwords.  Does anyone know of a way to stop this program.  I have locked the machines down with group policy etc.  But I was even able to down load and use a version that runs off a bootable linux cd rom.  So solving this on the workstation end is pointless.  How can I adjust my servers to not allow this to happen.  Strong password policy only slows it down.  Or am I fighting a hopeless battle.  I know one solution would be to use some sort of smart token authentication, but the cost is prohibitive.
