CA Threat Management Console

I am having an issue with opening a Port on my ISA server to allow internal UDP traffic on port 42508. This is being used by CA Management console Etrust/Pest Patrol Verson 8 to poll clients on the netwrok. I setup a firewall rule saying to allow this but it is sill blocking it. I am running 2003 Small Business server 2003 and the CA management is on another server.
