This is how to put it on

   1.  Start Regedit
   2. Go to HKEY_CURRENT_USER\ Software \ Policies \ Microsoft \ Internet Explorer \ Restrictions
   3. Add a DWORD with a name of:    NoBrowserContextMenu
   4.  Give it a value of 1 to turn on the restriction
   5. Go to HKEY_CURRENT_USER \ Software \ Policies \ Microsoft \ Internet Explorer \ Toolbars \ Restrictions
   6. Create a DWORD with a name of :      NoToolbarOptions
   7. Give it a value of 1 to enable this restriction.

Use regedit and change the 1 to a 0 to disable.  You should be able to find the registry entries above using regedit and should only have to alter the 1 to a 0.
