Microsoft ISA 2000 SP2 http 1.0 vs 1.1 issue

We are experiencing a problem with our ISA 2000 server.  We have configured the client to connect via http 1.1, but the ISA server is automatically changing it to 1.0 before it leaves our environment.  I did find an experts-exchange question on it.  https://www.experts-exchange.com/questions/21231832/ISA-Browsers-behind-firewall-show-up-as-Http-version-1-0-instead-of-1-1.html?query=isa+server+http+1.1&clearTAFilter=true  
It appears to make sense, but it leaves the impression this is something that in ISA Server 2000 cannot be changed.  Does anyone have any better ideas on how to deal with this problem?
The server is running Windows 2000 with ISA Server 2000 SP2 installed.

Unfortunately ISA2000 is not a supported product anymore (stopped mid 2006) so it will be difficult to get much info on this. The link you highlight covers ISA2004, not ISA2000; 2004 will not 'standardise' the outbound traffic at the lower level.

This jibes with what I've found out as well.  I'll create a bypass for the external site through the firewall and allow the user to get there bypassing the proxy.  It's only for 2 users in my environment...  Thanks for the input.  It's nice to have the article from Microsoft that explains it.  Thanks.
