toshiba keeps rebooting over and over

Have a satellite laptop with winxp. when i turn it on it will bring me to the windows boot screen but then a quick blip and it starts booting all over again.
i cant see if there is a quick flash of an error screen. its too quick but then it will start booting all over again.
the same happens for all modes including safe mode and last known good configuration!

I think it would be a good time to perform a clean install of the Windows XP, clear all the junk or corrupt files.

Before the repair install have you tried a live cd like Knoppix to ensure it isn't a hardware problem? If the laptop starts with the Knoppix cd then the hardware  should be OK, with the exception of the  hard drive. If the laptop won't start with knoppix then you are probably looking at an issue with the laptops hardware.

Most likely, you have a corrupt Registry hive.

Press F8 to display boot menu -- like you would to enter Safe Mode.  Disable Restart on Error if that option is available.  Then reboot.  Error message will remain displayed and you can note the specific error.

A repair install will not correct the Registry.  Here are instructions for recovering the Registry in XP:
