Because of abuse we would LIKE to disable ALL internet connectivity on Windows CE (5.0) devices (Symbol VC5090 VRC)

Without going into grandiose detail as to why, we would LIKE to disable internet connectivity on Windows CE (5.0) devices (Symbol VC5090 VRC). IE isn't listed in the add\remove programs area (only way is to connect via an ActiveSync connection) and the iexplorer.exe file itself is grayed out so I can't just delete it. Appears that it's part of the CE OS.....
Device connects via wireless to our Ethernet Windows network. Anybody have any ideas short of threatening disciplining the offending employees with dismissal (my idea) ?? We've tried assigning static IPs that are blocked from access, but the device just hunts out another path on the network (large corporate WAN)...
Any ideas or should we just tell the department head he's got to control his employees better ?
