Hard/soft fail

Is there a way to set messages to soft (4.x.x) or hard (5.x.x) fail?  I need to configure my server to hard fail for a backup mx service, and am curious how you would do either.

The only way you could hard fail would be to reject the messages outright. The problem with that is that all messages would be hard failed, possibly even local ones.
It isn't clear what exactly you are trying to do.
Are you trying to fail messages being sent to your server, or to the backup MX service? If you are failing to the backup MX service, then what is the point in having it?
