what os are you trying to install? is the cdrom at the top of the boot order in bios?
Sorry  for the earlier comment
You will have to get in to your bios to and make changes .
To allow start up from the disk.
Is there a secret to getting into bios without an os on an inspiron 8000?
the f2 key on the blue dell screen that comes up when the system starts up.

in order to install the OS on a clean disk drive, you must boot from CD. (since there is nothing on the disk, it cannot boot from it either)
To do this, you must change a setting in the bios.
enter Bios : F2 key, or some others : Del, F10, F12
here, select boot priority, and set it to boot from CD.
Insert cd, and reboot.
No secret about getting in BIOS of inspirion.

To get into the BIOS you must press the F2 key to get into the BIOS just
after you power up the laptop. Keep on pressing the F2  continously till you
get the screen.

If for some reason you are not able to get to the screen conncet an
external key board and press F2 .

You must change the boot order in the BIOS so that the laptop can boot from
the CD as explained by nobus.

However, if you cannot access the BIOS by the two methods you will not be
able to install any OS on to your hard disk.
Once you get the boot order set to CD/DVD R R/W in BIOS, insert your OS Disk...A brief message will appear "Do you wish to boot from the CD ROM" click enter and the install will begin. You only need to boot once from the ROM Drive, during the installation, it will re-boot itself and ask again, at that point just do nothing and it will finish itself.

You will need the "Drivers and Utilities" Disk that came with the PC when you received it...if you do not have the disk, you can get the needed drivers from www.dell.com and choose Inspiron then Support and enter your Service Tag Number, all the Drivers you need will be there.
Dear johnnyjmoore !!!!!!

Start tapping F12 at the startup when you see the dell screen and next

select USB/onboard cd rom/dvdrw drive or anything related to optical drive and when did you purchase this computer ............ if its in 2006 you should be having PC restore partition which could be accessed by pressing ctrl + F11
