Error c1030af3 when changing recipient policies in Exchange 2003

I am having a strange problem.  When I go to ESM > Recipients > Recipient Policies, then go into the properties of the default recipient policy and change the primary SMTP generation rule to another domain (I keep the old ones in there, but just set another domain as a primary) my public folders won't work anymore.  They give the error c1030af3.  What does that have to do with anything?  If I change the primary back to the original, everything works just fine.  

What am I doing wrong?
