Error: An error occured while trying to connect to the Topology Service.  Make sure that it is properly installed

Hi There

I've just installed Symantec Anti-Virus 10.1 Corporate Edition and I can rollout the client to other Servers.
But when I try to unlock a server group in Symantec System Center, it gives me the error below:

"An error occured while trying to connect to the Topology Service.  Make sure that it is properly installed."

We are not running an AD as we are on eDirectory.
I've re-installed Symantec System Center as well to no effect.

I've also followed Document ID 1999121407490648 on Symantec's Knowledgebase and I'm still getting the same error above.

Any advice would be greatly appreciated.
