SBS 2003 losing licenses after reboot

I have a SBS 2003 server with 20 licenses (three 5-packs added to the original 5 that comes with the OS). Everytime I reboot the server, I loose the 15 licenses and have to restore them so that users can connect to Outlook. I have searched the web and can't find a topic for this. The event log does not show an error for this (other than when the users try to open Outlook).

Thoughts anyone?
