System Volume Information wont stop growing.

I have a win2k3 server sp1. The C:\System Volume Information folder has over 20GB of data. There are two files a day, one large [~100MB] and one huge [~300MB]. VSS is not enabled on this drive. Indexing Service and Distributed Tracking Service are disabled. The System process handles these files so I am unable to delete. What System service would be creating and using these files?
