Can't connect to web server

I'm running IIS7 on Vista.  My setup was working previously and I'm
not sure why it doesn't work now.  When I type in the machine IP as
usual and try to connect (locally), nothing loads.  The browser just
stalls with a waiting status.  The machine does have full network
connections. IIS is running on port 80.  Windows Firewall is setup to
allow the web server.  I have tried rebooting the computer but still
nothing.  There is the Vista machine and a WinXP machine on the network.

When I run an ASP.NET app from VS.NET, it starts it's own web server
and that works fine.

open a dos shell and enter: "telnet 80"

hit the return/enter key a few times, what do you see?



Trying it on 80 gives, "Could not open connection to the host, on port 80: Connect failed".

I then tried it with the IP I have it set to in IIS.  The DOS window went black and nothing ever happened after that. I hit "d" for display operating parameters.  It printed out a header that included "400 Bad Request" and then a HTML code that would have pritned out the 400 bad request page.  The last line read "Connection to host lost".


The popup in IIS is another access denied. Looking at process monitor, I see "SHARING VIOLATION" for InetMgr.exe on the file c:\windows\system32\inetsrv\config\applicationHost.config.

It sounds like your firewall is not configured correctly.  Temporarily shut off the firewall and try it.  If it works then, you know the firewall is misconfigured.

The firewall isn't the issue.  It happens with the firewall off.  I did try accessing an HTML file but the browser just stalled with "waiting..."


Also, if I tried to add a trace provider to get logging going, I get the same access denied popup in IIS Admin.


After uninstalling PHP, the error revealed itself.

This is my problem: http://bugs.php.net/bug.php?id=39163.  I haven't found a fix and still can't get the web server going.  Even though PHP has been uninstalled, something is causing IIS to look for it.
