Can't get IP for wireless controller on new Dell Laptop even though it connects to AP and WEP key is accepted with strong connection.

I have several new Dell laptops with integrated Wireless network adapters installed.  I am in my office building that is a Hot Spot.  When I check the status of the wireless connection, I get "limited or no connectivity".  No IP is provided so it after looking for one it just gives up and provides the microsoft default crap.  The connection to the APs is strong and it accepts the WEP key with no issues. Many other users are running just find. I also tried one of our reserved IPs and it goes live but can't ping gateway or anything else!

These new laptops are also getting an IP address that would conflict with some ones IP address which is only happening with the wireless APs.  This might also pose a problem.  Not sure why that is going on since the Domain controller does DHCP in Windows Server 2003.

Help!
