troubleshooting Question

intermittent email delivery problems

First, let me say that I inherited this environment. I have Exchange 2003 with 80 users. I have 3 MX Records with the same preference rating. One of the smtp servers is listed on a blacklist. Intermitently throughout the day emails that are destined to a specific mailbox, such as editor@mycompany.com are being sent to a different email account altogether. At other times, emails are being delivered to their respective accounts. And then there are times when emails are not being received at all and an NDR is being generated with "User account is overquota". Then I noticed in the NDR that the email address that it was destined for is an external email address, but the email was sent to an internal address. My question is, what could be causing the email to "at times" get delivered to an external email address? The person that handled this environment before me left on was a disgruntled employee.
