Phone Number Formatting in Outlook 2003

I have a problem with the formatting of phone numbers when they are entered into Outlook 2003.  It used to work, but now when a number such as 8881234567 is entered, that's how it stays -- it isn't formatted into a string like
(888) 123-4567.

I have checked the registry key HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Telephone\Locatoins, and compared it to a machine where the formatting works -- everything looks identical.  I read somewhere to
setup dial-up-networking, which will ask where my location is, etc. and that Outlook will look at this.  However, this machine is on a network, and has no need for a modem - therefore, I cannot setup dial-up-networking.

Anybody have any other suggestions?  Thanks.
