since i cannot add a button to the toolbox, then i created a button.
i have created a function to export the report to csv format.
but when i use the original export function, i click cancel right. it will auto prompt my function.. why is this so?

You should be able to disable the export button through code or in the setup of the viewer.

Not sure how to do it in C#.  In VB there is an enabled property that can be set.

C# is an object-oriented programming language created in conjunction with Microsoft’s .NET framework. Compilation is usually done into the Microsoft Intermediate Language (MSIL), which is then JIT-compiled to native code (and cached) during execution in the Common Language Runtime (CLR).
