Connect to web location (http) from WinPE

Is it possible to connect to a webfolder from a WinPE booted machine, using a command line (or vbscript) to then copy files from it to the local drive?

Can anyone suggest the best method of doing this... whether it be FTP, WebDAV or any other way that we maybe havn't yet thought of?
