Questionable system admin email

Why would we be receiving the following system admin email:
From:       System Administrator  
Sent:      Friday, February 23, 2007 11:44 AM
To:      jlee@dsprings.k12.ky.us
Subject:      Undeliverable: 3296 USD Weekly
Your message did not reach some or all of the intended recipients.
      Subject:      3296 USD Weekly
      Sent:      2/23/2007 11:28 AM
The following recipient(s) could not be reached:
      jlee@dsprings.k12.ky.us on 2/23/2007 11:42 AM
            The e-mail account does not exist at the organization this message was sent to.  Check the e-mail address, or contact the recipient directly to find out the correct address.
            <EDSMTPFEX2.kets.ketsds.net #5.1.1>

This user did not send a message to this domain at all. We have contact with entity at all.

We are running Microsoft Exchange 2003 on Server 2003.

Spoof email.
That means a spammer has sent an email message with your user's email address as the from field and the recipient server has bounced the message back to the "sender".

Not a lot you can do about them - it is clueless network admins who accept all email for their site then attempt to NDR the non-existent users back to the sender who are to blame.

You look at setting SPF records in your domain, but those are close to useless as the take up of SPF is so low that no one uses them for spam filtering.

So it is not someone use our system? I checked all our outbound traffice and no message was sent, just a incoming message.
