Emails don't go beyound Message Submited to Categorizer step

I have only one Small Business Server 2003 that is the DC and runs DNS, WINS, and Exchange. I did all the Windows and Exchange updates. It is a new installation. All is working well except one part of the Exchange: all incoming emails are shown to be stuck at the step "SMTP: Message Submitted to Categorizer".

I turned the debug level up to 7 for the Categorizer and I get the following errors in the Application log:

A categorization is failing over to a new connection.  The old connection was to DS host "server.myreccenter.local".  The new connection is to DS host "server.myreccenter.local".  The retry count is 1.

No outside incoming emails are delivered. All emails sent to local users are delivered fine. There are no other error messages in any other log files. Also, all outgoing emails do get delivered fine.

I searched the Internet for a solution and came out with an empty hand.
Can someone please help?

Categorizer is where the AV software does its thing. Do you have AV installed on the machine?

No Simon, I don't have any AntiVirus or 3rd Party software installed on the server yet.

How do you have email configured?  SMTP or POP3 Connector?  

Did you use the Configure Email and Internet Connection Wizard (CEICW -- which is linked as Connect to the Internet in the Server Management Console > To-Do List)?

Yes, I do have email configured. I did use the Configuration Wizard when I installed the server. I do have the following connectors:
- Internet Mail SMTP Connector (the Address Space is pointing to my ISP SMTP server with the Cost of 1)
- SmallBusiness SMTP connector (the Address Space is pointing to * and has a Cost of 1)
- POP3 Connection Manager, with a list of the users' mailboxes and set to download the emails from another POP3 server to this exchange server and deliver them to the respective exchange mailboxes. Also it is scheduled to download every 15 min. The Application log shows that this connector works fine (I did raised the logging to Maximum for this).

In addition I want to mention that I do receive a daily email report for the Server Performance Report. This should prove that the sending/outgoing emailing is working fine. It is the incomming email that gets stuck at the Categorizer.
FYI, since I turned up the debugging, I see Information entries like these ones:

I want ot reiterate the fact that internal emails do get delivered OK, only the incomming external ones get stuck.

Any ideas what to try? How to fix?

Any suggestions of what I might try to solve this issue?

Is running again the Configuration Wizard an option? Also, where do all the emails that are "stuck" in the Categorizer stage reside? Are they stored on the hard drive or in a database?

I would run the Exchange Best Practices Analyzer http://www.microsoft.com/downloads/details.aspx?familyid=dbab201f-4bee-4943-ac22-e2ddbd258df3&displaylang=en; often finds small, weird misconfigurations with LDAP, DNS and the Exchange backend that are easy to overlook in a new deployment, especially one in which your DC is also your Exchange and DNS box. I've had this tool find problems that have fixed categorizer issues like this in the past.
