troubleshooting Question

Looking for a WAN managment/monitoring tool.

Seeking a WAN monitoring tool.  Nothing super high dollar, but something that will have a web page of the USA, and dots where we have LANS.  And where you can click on the dot, have it show you what equipment you have, and click on the piece of equipment and it will open a telnet prompt to it.  Something like that.  HTML or whatever.  We also want it to monitor and page/alert us of a down device like Host monitor does.  Anybody have any nuggets?
