PHP & MySQL password system for 2 different user levels

Experts,
I am working  on implementing a dynamic web interface - the application will have 2 different access levels (normal user level and Administration access level).  Once the users have logged in, depending on their access level, they will either be able to do the normal level tasks or all tasks.

Can anyone tell me what I need to think about (with the php script files) ans designing the password entry login system.  

All comments would be appreciated and I will split the points between the best replies if they are constructive.
