Import Export missing in Outlook

I have a machine that runs XP pro, SP2, w/ Office 2002. The user is a local admin.
I was attempting to user the Import/Export function in Office to pull in some files, however, the Import/Export function is not there. Any ideas on this?

I performed the first action: renamed the file from x.dat to x.old. Restarted Outlook and it worked fine.
