Monitoring Exchange Queues

Hello Experts,

anyone know if there is a way to monitor Exchange 2003 queues for status  - for instance, we've just had an issue where a number of queues were frozen as part of a troubleshooting exercise, and thru human error were not unfrozen until the server was re-booted as part of maintenance.

Any way a threshold could be set to monitor queues that are frozen (or in retry etc) for x. hours etc ?
