Access denied when forwarding email

Hi
We have a server 2003 machine with exchange 2003 on it,  when forwarding mail from their own mailbox, some users occasionaly get an error saying access is denied. they have read and full mailbox access permission's in AD for the mail box. any ideas?

the owner of the mail box had an SID (instead of a user name), on all the other accounts Administrator was the owner, so i've made Admin the owner. to see if that makes a difference.

when you say sending/receiving policies i assume you mean policies that would be in the system policies folder in exchange? if so there aren't any policies listed,

also when you say disableing and re-enabling the mail box do you mean delete the mailbox and then reconnect it? (just want to make sure)

Exchange System Policies, thats the one.

And yes, delete the mailbox from the user account and re-add it. Don't delete the mailbox entirely, just mail-disable the user (Carn't quite remember the best way to do this but it should be reasonably straight forward).
