Non Techy Access to Web Site Administration Tool Interface

Hi,

I have developed a Web Application using Visual Web Developer.  My website makes use of the "ASP.NET 2.0 Web Site Administration Tool " to configure USERS and their ROLES.  During developement I have been accessing the Web Site Administration Tool Interface by Clicking Website then ASP.NET Configuration from within Visual Web Developer.  

Now my Website has been deployed into a live environment I require a "Non-Techy" to administer the website using the "Web Site Administration Tool Interface".  My problem is they do not have Visual Web Developer nor are they allowed it (Corporate Policy).

How do I give access to the "Web Site Administration Tool Interface" without going via "Visual Web Developer 2005".  Is there some sort of microsoft Add-in I can download etc etc?
