Exchange 2003 SP2 delaying incoming messages from outside world

We have exchange 2003 SP2 in our organization. It was working fine until Friday when a user reported that he is not receiving emails from outside. I tried to email from my gmail account to our exchange server and it received it but with a long delay. I restarted exchange server and everything running normally. Now it is delayin again. Is there anything that I can check to see where the message is delaying? I used both yahoo and gmail and both havent bounced back and they havent been received either.

By the way I dont see the emails in the queue yet either
UPDATED: Just checked the evevnt viewer and system log is getting lots of errors saying : maximum number of connections has been reached. Connection being closed.
I have increased connection from 20 to 30 but nothing happened

Thanks for the info. I had the recipient filtering enabled but not the tar pit. I had to restart the server as SMTP stop responding. Everything seems to be slowing again. I will wait for a day or two to see if that fixed the problem. Appreciate it again.
