Outlook "External Application trying to access Outlook Address Book..." + clbcatq.dll

User running Windows XP, Office XP - both patched to the latest and greatest. As of mid-last week, user says when opening Outlook, get "External Application trying to access Outlook Address Book...". We installed the Outlook Security Add-on that tells us what app is trying to access Outlook. It's the clbcatq.dll under the System32 folder - which apparently is associated with com+.
We've run a full system virus scan and found nothing, so I'm wondering if it has anything to do with the latest MS security releases (2/19).
Is there anything else I should check prior to 'allowing' this .dll to access outlook?

Have you recently installed any Com+ Applications?

Control Panel>Admin tools>Component Services>Component Services>Computers>My Computer>Com+ Applications?

As for the security releases, I am not sure...

Process Explorer for Windows v10.21
http://www.microsoft.com/technet/sysinternals/ProcessesAndThreads/ProcessExplorer.mspx

open this app, and do a search for it, and see what  process that this .dll resides under...
