How to extract a subset of records from a table using SQL ?

As INNER JOIN (dbo.A1099BR)
ON left([CPS Account Number],3) = Branch
I am creating an Access application using Access as the front end and SQL Server as the back end database.

I have a table named tblA1099LNExpAll and I want to extract all recrods from this table when
the 3 leftmost positions of a field tblA1099LNExpAll.[CPS Account Number] is equal to the
field tblA1099BR.Branch. What SQL statement would extract these records ?
